Congress passes spending bill to end USA government shutdown

The first, conservative Republicans, worry the increased spending is fiscally irresponsible.

The House voted 240-186 to approve the bill just before dawn Eastern time, hours after the Senate approved the measure 71-28, with some of Congress' most conservative and liberal lawmakers voting no. Trump signed it as business hours began, and he couldn't resist a dig.

With the immigration fight looming, Congress voted overnight to finance the government through March 23, giving budget-writers time to craft detailed legislation funding agencies through the rest of this fiscal year.

Such optimistic assumptions would make deficits look smaller in Trump's budget plan after Republicans in December approved massive tax cuts expected to add about $1.5 trillion in new debt over a decade.

The bill contains $165bn of additional defence spending and $131bn in domestic spending, including funding for healthcare, infrastructure and tackling the U.S. opioid crisis, reports Reuters news agency.

But for many Republicans this is anathema to their basic economic doctrine.

But final passage of the bill was still uncertain, with House Democratic leader Nancy Pelosi and others in her party opposing it because Republican House leaders will not guarantee her that they will allow a debate later on about taking steps to protect about 700,000 "Dreamer" immigrants from deportation.

"My commitment to working together on an immigration measure that we can make law is a honest commitment", Ryan said.

Paul's strategist Doug Stafford said the senator merely wanted a vote on an amendment to preserve existing spending levels and delayed the vote because his request was denied.
