U.S. demands an end to Canada's supply management

US demands an end to Canada's supply management

Addressing reporters in Washington on the same day the United States, Mexico and Canada agreed to extend fraught North American Free Trade Agreement negotiations into 2018, Ildefonso Guajardo said Mexico's position on USA proposals, some of which were unacceptable, was very firm.

Describing some of the demands as "ridiculously extreme", Moises Kalach, head of the worldwide negotiating arm of Mexico's powerful CCE business lobby, said the US government knew that it would not be able to push them through.

The Trump administration last week made some tough submissions, included raising the auto rules of origin to 85%, up from the current 62.5%, and adding a sunset clause, which would lead to NAFTA expiring every five years unless all three countries agree to extended it. Critics say this has allowed manufacturers to use NAFTA to get around US import taxes while doing a substantial amount of manufacturing in China and other countries outside North America.

Canadian and Mexican officials rejected some USA proposals introduced during the latest round, according to one government source from each country.

"I'm surprised and disappointed by the resistance to change from our negotiating partners", Lighthizer said with Guajardo to his left and Freeland to his right.

The verbal blows concluded Round 4 of talks to renegotiate NAFTA.

"But in the coming months, no hypothesis can be ruled out and one can imagine that one day he could play with Napoli". Guardiola introduced the world to Messi as Barca coach. "The best is just one", he said, according to ESPN .

In Mexico and Canada, as well as the US, many are taking Trump's threat seriously. Since it was implemented, Mexico's unemployment has risen and the deal put about two million small-scale Mexican farmers out of business, forcing many of them to migrate to the United States looking for work.

Over the a year ago, Mexico has aggressively pursued new or updated trade deals with other countries, seeking new markets for its exports and new partners for imports. The U.S. Chamber of Commerce posted a warning, saying it would "fight like hell" to keep NAFTA.

The next round of talks will take place in November in Mexico.

"We must ensure that decisions we make today do not come back to haunt us tomorrow", Mexico Economy Secretary Ildefonso Guajardo added, alluding to the USA proposals to rework the free trade pact. But leaders from his ruling Institutional Revolutionary Party are anxious that the end of the deal could provoke nationalist sentiment ahead of next year's presidential election, giving an added boost to far-left front-runner Andres Manuel Lopez Obrader.

"The importance of NAFTA [to Mexico] is that it's been an anchor of stability", said Rubio, who is based at Mexico's Center for Research for Development, an independent think tank, and Washington's Wilson Center. "NAFTA is the only source of confidence that the Mexican economic world can count on".
