Feds delaying Obama methane leak rule Overnight Energy: Dems take on Trump's chemical safety pick MORE confirmed his plan Monday to sign a formal proposal to repeal the Clean Power Plan, which sought a 32 percent cut in the carbon dioxide emissions of the nation's power sector.

EPA chief Scott Pruitt making that announcement in eastern Kentucky.

He continued: "That rule really was about picking winners and losers".

"The past administration was using every bit of power and authority to use the EPA to pick winners and losers and how we generate electricity in this country".

Despite the EPA administrator's rhetoric, the Obama plan was never enforced.

Pruitt mocked Obama's effort to stem global warming as a "so-called" plan. "And that's wrong", he said in remarks aired by Fox News.

But the plan met fierce pushback from the coal industry, which issued so many legal challenges that the Supreme Court suspended the policy a year ago. Supporters of the Clean Power Plan will be looking for ways to challenge the Trump administration's moves in court.

Trump has voiced doubts about the science of climate change and has blamed Obama's efforts to reduce carbon emissions for hurting the coal mining and oil drilling industries.

Pruitt, as Oklahoma's attorney general, made a career fighting EPA safeguards and was part of a coalition of state attorneys general that tried to block implementation of the CPP.

Prior to the finalization of the rules in August 2015, power plants - which account for almost 40 percent of carbon emissions - "were allowed to dump unlimited amounts of carbon pollution into the atmosphere", said the Union of Concerned Scientists.

Thankfully, many state and local leaders, including the governors of the nine Northeast and Mid-Atlantic States in the Regional Greenhouse Gas Initiative (RGGI), are doing just that: moving ahead with plans for cleaner air and energy sources that will protect public health, create jobs, and save customers billions of dollars on their energy bills too.

Some experts say weakening the Clean Power Plan will not change the fortunes of the coal industry, which has lost significant share of US power generation to cheap, abundant USA natural gas.

Repealing the Clean Power Plan without a timeline or a commitment to propose a rule to reduce carbon pollution "isn't a step forward, it's a wholesale retreat from EPA's legal, scientific and moral obligation to address the threats of climate change, '" said former EPA Administrator Gina McCarthy.

The president announced earlier this year that he will pull the United States out of the landmark Paris climate agreement.
