U.S. District Judge Harry Leinenweber granted a request by the Windy City to put a "nationwide" injunction on Sessions' decision, meaning he can not deny the funds until after the legal process is finished.

The ruling means the Justice Department can not deny grant money requests until Chicago's lawsuit against the agency is concluded.

The city challenged an order by Attorney General Jeff Sessions enabling the Department of Justice to deny funds to metropolitan areas that did not notify federal immigration officers when undocumented immigrants were released from custody or allow them access to jails.

The ruling from US District Judge William Orrick III in San Francisco said Trump's order targeted broad categories of federal funding for sanctuary governments, and that plaintiffs challenging the order were likely to succeed in proving it unconstitutional.

Rules imposed by Sessions would make local authorities cooperate with federal immigration agents.

Trump announced last week that he would phase out Dreamers' deportation protections, which were provided under the 5-year-old Barack Obama administration's deferred-action program.

"The harm to the city's relationship with the immigrant community, if it should accede to the conditions, is irreparable", Leinenweber wrote.

A state inspection report in February 2016 cited the facility for failing to comply with regulations for emergency generators. Bill Nelson called the six deaths in Hollywood "an inexcusable tragedy" and called on authorities to get to the bottom of it.

"Sanctuary cities" generally have policies where police do not tell immigration authorities when low-level offenders, but comply with federal requests for serious and violent crimes.

Federal records show the Justice Department doled out $1 billion in Byrne JAG money to state governments, $430 million to nonprofits and $136 million directly to cities and counties past year. And it has made a similar argument if the city were to follow the new requirements.

"I want to be clear, this is not just a victory for the city of Chicago", Chicago Mayor Rahm Emanuel said at a press conference after the ruling. "Once such trust is lost, it can not be repaired through an award of money damages".

The city had asked the judge for a "nationwide" temporary injunction this week, asking the judge not to allow the Justice Department to impose the requirements until the city's lawsuit against the department plays out in court.

Leinenweber said Chicago had shown a "likelihood of success" in arguing that Sessions exceeded his authority with the new conditions.

Lawyers for the city also claimed that withholding funding creates a risky precedent in which the federal government could begin withholding money from jurisdictions that disagree with the president's priorities.

The preliminary injunction applies to more than 400 cities nationwide.

Leinenweber's ruling was not welcomed at the Justice Department.
